Due to the large number of applications on file the Housing Authority of the City of Greenville will cease taking applications for housing at the following locations effective on February 3, 2009.

Brookhaven Apartments, Westview Homes, and Scattered Sites Houses

Applications for housing at all other locations will remain open at this time.

Public Notice will be provided at such time as the determination is made to reopen the applications for housing at the above locations.

About Public Housing:

The Public Housing Program is the oldest housing program operated by the Housing Authority of the City of Greenville, SC, with the first units Mountain View Homes (now known as Brook Haven), being constructed in the early 1940’s.

Each complex (along with the scattered site homes) has a Property Manager, along with an Assistant Manager or Clerk, and a full maintenance team who report directly to the Property Manager.

The primary role of the Public Housing Department is to act as owner and manager of these communities, with four broad functions: to manage the waiting list and determine applicant eligibility; to certify and re-certify residents; to manage and maintain the buildings; and, to monitor program performance.

HUD executes an Annual Contributions Contract (ACC) with HACGSC to provide an operating subsidy to assist in covering the operational expenses when the rent collection from the families is inadequate. Families generally pay 30% of their adjusted income toward rent, but since their incomes are low, this does not generate enough money to operate and maintain the housing. Because Congress sets the limitation on what the families can pay, HACGSC cannot raise the rent to obtain more money, like an owner on the private market could do.

There are a couple of exceptions to the 30% rule. HACGSC has established ceiling rents based on the fair market rent in the Greenville area. In addition, HACGSC has established a "flat rent" that is based on the operating cost of the unit. A resident may elect to pay a "flat rent" only at their annual re-certification if the formula-based rent (30% of their adjusted income) is going to be more than the flat rent. A resident can elect to pay a ceiling rent at any time.

We operate more than 600
rental units in the City of Greenville.

Fair Housing:

It is the policy of the HACG to fully comply with all Federal State and local nondiscrimination laws; the Americans with Disabilities Act; and the U.S. Department of Housing and Urban Development regulations governing Fair Housing and Equal Opportunity.

No person shall, on the grounds of race, color, sex, religion, national or ethnic origin, familial status, or disability be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under the HACG’s programs.

To further its commitment to full compliance with applicable Civil Rights laws, the Housing Authority of the City of Greenville will provide Federal/State/local information to applicants/tenants of the Public Housing Program regarding discrimination and any recourse available to them if they believe they may be victims of discrimination. Such information will be made available with the application, and all applicable Fair Housing information and Discrimination Complaint Forms will be made available at the HACG office. In addition, all written information and advertisements will contain the appropriate Equal Opportunity language and logo.

The HACG will assist any family that believes they have suffered illegal discrimination by providing them copies of the appropriate housing discrimination forms. The HACG will also assist them in completing the forms if requested, and will provide them with the address of the nearest HUD office of Fair Housing and Equal Opportunity.
