How we started:

The Housing Authority of the City of Greenville, a corporate body politic, was created in September, 1938 by State enabling legislation and vested with the powers to acquire property, construct and operate housing and to borrow, expend, lend and repay moneys to provide housing to moderate and low-income families.

 This legal status makes us unique organizationally, as we are not a part of the State system; we are not a department of the City, and while we are funded primarily by Federal funds, we are not considered Federal employees.  As a corporate body politic, we have some of the rights and responsibilities of cities, including the power of Eminent Domain, but we cannot levy taxes.

The City Council appoints a seven member Commission, which is the agency’s governing body, each serving for a term of five (5) years.  In turn the Board hires the Executive Director, who has responsibility for the development and implementation of policy and procedures consistent with law and regulation, to meet the organization’s mission.

"HACGSC’s Five Year Plan echoes the voice of staff, residents and community, which is the approach the HACGSC uses to reflect the respect, acceptance and inclusion of a diverse community. Within the plan was included the HACGSC's mission statement to guide the activities of the HACGSC, which is the same as that of HUD and also adopted goals and objectives that will help us accomplish our mission."

Mission Statement

The mission of the Housing Authority of the City of Greenville is to promote adequate, affordable and well-maintained housing that promotes a positive family living environment.

In addition, to the degree possible, provide access to programs and guidance that encourages our clients to become self-sufficient, to utilize pathways to homeownership, and no longer be dependent upon the provision of housing assistance. All of this will be done within the framework of being responsible stewards of tax-payer resources.
